Formal Complaint to Colorado Attorney General
To: Colorado Attorney General’s Office
Subject: Formal Complaint Regarding Incident Involving Elbert County Sheriff's Department
Date of Incident: January 11, 2025
Time of Incident: 3:00 PM MT
Location: 371 Buckskin Court, Parker, Colorado 80138
Dear Attorney General,
I am writing to formally document and request an immediate investigation into a deeply troubling incident that occurred on January 11, 2025, at approximately 3:00 PM at the property of Zachary Moore, located at (redacted)
On this date, an armored Humvee belonging to the Elbert County Sheriff’s Department trespassed onto Mr. Moore’s property without prior notice or invitation. Disturbingly, a man was positioned on the roof of this military-grade vehicle, pointing a deadly weapon at Mr. Moore. When Mr. Moore inquired about the purpose of their presence and the individual’s tenure on the force, he was informed the individual had served for six years and that the purpose of the visit was to “deliver an eviction notice.”
This incident occurred despite months of documented correspondence between Mr. Moore and Sheriff Tim Norton, in which Mr. Moore explicitly requested to be left alone by the Elbert County Sheriff’s Department. These correspondences outline a sustained pattern of harassment against Mr. Moore by various lawyers and financial institutions seeking to collect on debts that he asserts are fraudulent.
Adding to the gravity of this situation, Mr. Moore previously submitted a RICO violation notice to your office in December 2024, outlining the systemic harassment and fraudulent practices he has endured. However, no response or acknowledgment was received from your office. Now, the personnel charged with safeguarding Mr. Moore’s constitutional rights to life, liberty, and property have escalated to using military-grade vehicles and weapons in a show of force and intimidation—further compounding the harm done.
The urgency of this request is amplified by the fact that the eviction notice delivered during this incident is dated for January 19, 2025. I request that your office issue a formal cease-and-desist order on this eviction notice no later than January 14, 2025, to prevent irreparable harm to Mr. Moore and to allow for proper investigation and resolution of this matter.
This incident constitutes a gross dereliction of duty on the part of the Elbert County Sheriff’s Department. Their actions reflect not only a blatant disregard for Mr. Moore’s rights but also a misuse of public resources intended for community protection. The deployment of military-grade vehicles and weaponry to enforce an eviction notice is both disproportionate and unacceptable.
I respectfully request the following actions from your office:
- Investigate this incident: Conduct a thorough investigation into the conduct of the Elbert County Sheriff’s Department on January 11, 2025, and assess whether their actions violated Mr. Moore’s constitutional rights.
- Hold the Sheriff’s Department accountable: Ensure that those responsible for this incident are held accountable, including Sheriff Tim Norton and any personnel involved.
- Strip military-grade equipment: Take immediate action to prohibit the Elbert County Sheriff’s Department from possessing or deploying military-grade vehicles, weapons, or equipment, which have no place in civilian law enforcement.
- Issue a cease-and-desist order: Halt the enforcement of the eviction notice dated January 19, 2025, to prevent further escalation and ensure that Mr. Moore’s rights are protected while this matter is investigated.
This situation demands urgent attention to prevent further abuses of power and ensure that law enforcement agencies in Colorado operate within the bounds of the law and the principles of justice. I trust your office will act promptly and decisively in response to this complaint.
Thank you for your attention to this matter. Please confirm receipt of this complaint and provide an update regarding the next steps in your investigation.
Sincerely,
